I have a yamaha 90hp which is lifted off the transom by a setback plate, so it's higher than the 4th bolt hole, but 4 inches back. At full throttle and trimmed to the best it can be, my pressure is around 15...depending on water temperature. When travelling below full throttle, I am around 20 psi.
When you start getting down to below 15 psi at speed and you are not lifted above the standard holes on the motor, it's time to change an impeller, or at a minimum get the system checked for blockage. Most likely it would be an impeller.
I'd say you have nothing to worry about...
