Location: Mauston, Wisconsin | Sean- You definitely have a problem, i.e., either the outlets or the charger. Just because it's GFI doesn't gaurantee that its correctly wired. I would recommend that you go to Home Depot/Menards/ACE Hardware or where ever and get an outlet tester and check the outlets. its cheap insurance - you'd be surprised how many homes get miswired.

If the outlet's check OK, the problem is the charger, i.e., there is no way other than a internal fault or miswiring that a battery charger in the boat should energize the hull! If it's the charger you still have an accident waiting to happen, i.e., simply insulating the charger from the hull hasn't removed/fixed the hazard. Please heed, I have ~ 42 years experience working with electricity.
