Location: Hayward, WI		That's how I thought mine was too until I really made sure both of my batteries had a full charge. Looks like I was only getting most of a full charge from my charger. Once I left them both on the charger longer, it registered a full charge.

It doesn't stay full too long, but that might be because my batteries are 4-5 years old. I would also say battery meters like this are known to be somewhat inaccurate.
