Just got off phone with WI DOT.

If COMBINED weight of load and trailer exceed 3000 lbs, law says must have titled AND liscenced. If cop sees you do not have a plate and are pulling a big rig, you will be ticketed.

So it is NOT trailer weight, it is COMBINED load and trailer weight.
