GPS error fluctuates and thus your position is always "moving" around a circle that is your EPE. These are small movements and usually are not detected when running, but if you stop and zoom in sometimes you can see your cursor change positions. This isn't as great as it used to be with WAAS and the SA off, but it will happen. I would keep north up as this is the best way to keep the screen stationary.

Basically, once you being moving at a good rate of speed, this flux's don't come into play because of your general direction.

There might not be much you can do....
