Did the trim/tilt sound weak before this happened? If so, the T/T motor itself might be shot. I have a '91 Mariner Magnum 40hp that the T/T sounded weak but always worked. One day it just stopped working and all I heard was a clicking noise when I pushed the T/T button. Turns out the T/T motor needed to be replaced or repaired. It is basically impossible to find a replacement motor or parts. I had to take it to a electric motor repair shop and have the armiture rewound and new brushes custom made. It ended up costing about $250. If this sounds similar to your problem, PM me and I can probably help you get it fixed.
