If the bulb is hard and the motor will not go full speed, I would bet you have a gummed up carb somewhere that is not allowing gas to flow freely into the engine. It may also be time for a new fuel filter as well. Either of those would give you the same issues.

I'd start with the fuel filter (preventative maintenance anyway to replace it) and test...if nothing changes, time to clean and rebuild the carbs...
