Definately sounds like it needs an impellor. Parts will be about $35-50 from the dealer. Labor will run probably $75+. They will probably change out the lower unit lube, too. Not a bad idea.

I do my own impellors. Not a bad job, but can be a bit tricky with the shifter shaft. Two people make it a bit easier.
