The fuses or circuit breakers would be very near the batteries. Some CB's auto reset, some don't. If you see a plastic piece sticking out of one end of the CB, push it in to reset it.

I think the pedal you are talking about is for the PowerDrives. Maxxuum is a cable steer, and they don't seel the pedal's separately.

If you can't get it going, get it to a Minn kota service center. If you are anywhere near Milwaukee, that would be Ed Schilling. He's the best.
