Jason Your dads 16 foot navigator should fly with a 90 on it! It has no top end because he has TOO much pitch...the motor doesn't have the power to spin the prop...motor is probably not reving high enough...he needs to try a lower pitch prop. Now your ordeal, buy a hub kit for your merc to run some yammy props, I think they about 35 bucks or so. I have a 17,18,19 pitch prop you can try to see if that helps, right now on my lund 1800 I am running a 17 pitch black steel prop, I get about 36 gps with the 17 and about 38 with the 18 pitch but the 18 takes me to low in rpm's so I stick with the 17 because 2 mph is no big deal ALSO the 17 will troll slower, the less pitch the slower you will be able to troll but you will also lose some at the top end. Find out what prop you are running and I can help you from there. like I said you are welcome to try any props I got call me when you find out. later Mike
