2. NO! it's only a stabilizer.
3. Dunno, but there are a number of marine grade fuel dewatering fluids on the market, including Mercury's. If you do think it's the fuel, empty the tank into an approved container. Take a half a pint of rubbing alcohol and swish it around in the fuel tank, and properly dispose of the residual. It will absorb water in the tank. Then, add fresh fuel and see what happens, I guess. m
