ropes work best in my opinion. tie to one grommet, then loop it down under the trailer frame rail and up through the next grommet in line, pull to cinch it up tight, then tie it off to itself.

if you go with bungees get the type like cabelas sells. they have plastic hooks and only stretch a little bit. you measure the length you need and buy accordingly. with regular bungees you'll get a lot of flapping because of the extra stretch.
