My 2003 Alumacraft Tourny Pro has a high speed pickup mounted on the livewell intake at the transom (it is a piece of black plastic mounted over the intake), when the boat is on plane, it forces water into the system and will fill up the livewells without the pumps running. The only reason why it would fill up the livewell and then spill into the boat is if the drain is plugged.

Have him check the livewell drain, it must be plugged.

He can also stop water from coming into the livewell by turning off the livewell, you have to screw the spray nozzle shut inside of the livewell.

Hope this helps, it is kind of hard to describe.
