The plate on the boat is a Maximum RECOMMENDED horsepower. You can put a 250 on it if you want, there is no law that says you can't however you may find diffculty getting the boat insured and if tournaments are part of the plan insurance is usually required.

You may consider asking the Coast Guard to re-rate the boat if this is important to you, they generally will for only 5 HP but this will incur much paperwork and headache.

Your best option is to go with the 115
