AFChief- Fouling is not normal, the mixture could be to rich-but also maybe they're the wrong heat range or, the timing is off at low rpm. I'd talk to Merc Marine dealer/mechanic.

When I first got my Skeeter (used-maybe that's why he wanted to sell) the plug's were continually fouling, after about 4 sets of plugs. On one trip to Grindstone I couldn't even get away from the launch dock- without changing the plugs. I took it into the local Johnson dealer for a factory tune up- she's been running like champ since- Now I have 24 spare spark plug's!
