I think they mean fouling of the plug's because of too rich of a mixture at idle/low RPM's. If that's a problem you need to get a dealer tune up. I've trolled all day long in Canada chasing walleyes with my Skeeter & big Johnson (harr, harrr, harrr) 150GT- circa 1989 2 stroke. No problems.

Hard to get real slow, if that's an issue, just throw out the drift sock or like my buddy Bob did one year with his Tracker, tow a 5 gallon bucket ~ 2 feet behind the prop.
