Ok just found that states have their own requirements for needing breaks on a trailer. Now question is worth of them under the required weight?


It really depends on the tow vehicle. If you have a 1/2 or 3/4 ton pickup, not a big deal. I see a lot of undersized (IMO) tow vehicles with boats and campers. And it's not just the HP, it's also weight of the tow vehicle.
