That should work fine. They make transducer boards out of something similar, maybe UHMW that does the same thing. I don't see why the pvc wouldn't work I'd squirt some silicone in around the screw holes to keep water out of the transom and go for it.

I think many use 3m 5200, which is kind of a glue/silicone.
