Hiya,

I would start by looking for and replacing a fuel filter that should be on the motor. On Most outboards have some sort of filter on them. Older models had a screen that was part of a fuel pump assembly, but being the age of your motor and it's size, I believe you will have some filter. If you take a look at the following parts diagram, I believe you are in need of replacing it which is part number 6...the filter assembly.

I would also suggest running a seafoam decarbonizer process where you inject decarbonator directly into the injection system to do a deep cleaning. This would be different than just dumping seafoam into the the tank and running it...this is much more concentrated.

My gut instinct says this will be a filter replacement.
