It will fill about half way when the flow-rite valve is in the empty or auto position. It fills up through the drain hole. Im guessing because where the livewell sits in comparison to the water line, water is forced up. I might have to take the spray head fitting completely off the back of the livewell and see if it is clogged where the 90 degree turn is. I have taken the head off and it is clear. It is all the way open. When the spray head is off the fitting it will spray hard across the livewell but it is a very fine stream. So there is a lot of force but not any volume.
