A seal kit on the whole lower unit would be a good idea too. I had the prop seal fail on my motor last year after getting some braided line wrapped around the prop that I didn't notice right away. Had the exact same issue you described above of milky oil/water coming out of the vent above the lower unit fill hole. Seal kits aren't too expensive...cheaper than a new lower unit for sure!
