Tach going out is a sign of a bad regulator. Regulators are on the back of the motor under a metal plate. Super easy to replace. Did mine in twenty minutes. Not sure how you'd test them. Mine had burnt wires coming out of one (there are two) of them, that's how I diagnosed mine. You're supposed to replace both at the same time.

I found mine for $145 for the pair.
