There are two o-rings that go on the piece on the right, which fits into the piece in the center. The purpose of these is to seal that area so water does not leak through the latch and into the compartments. What often happens is that over time, dirt and sand work their way down into the latch making it impossible to turn. Usually a good cleaning and a bit of silicone grease is all you need to get the latches working again. In my case, the o-rings had disintegrated over time and came out in pieces. Everything I found at the hardware store was fine as far as inside diameter, but they were all too thick for the pieces to fit back together. If I had one o-ring still intact, matching them up would be simple, but they all came out in bits.
