You can get them that either takes screws which would be easiest or bolt them which would be to much work if even possible on your bass boat. You want to be able to tilt the rods which are the easiest to do on a rail apposed to a fixed mount.

Or you can get some 24" rails for cheaper on amazon, etc. if your going to troll two rods per side.
