I don't know if its possible to put the impeller in the wrong way on the Suzukis. I haven't replaced mine yet, but I looked at a vid online and based on what I was seeing it didn't look like you could put it in backwards.
Otherwise there must be some sort of intake issue. One time on an older boat I had sucked in a small rock or large piece of sand. It had partially clogged the water outlet hole. Checking the screens on the lower unit would be a good start and then making sure its got a strong stream.
