I have the same motor and I had a similar issue. I took it to a dealer, and they could not solve it. I kept on reading and reading and finally I read something about the thermostat getting clogged up. I checked the thermostat, and sure enough, there were a bunch of pebbles in it. I'm guessing this was preventing the thermostat from opening and the motor was getting too rich/not rich enough fuel to run at certain RPM's or water temps. (I mostly only had problems in cooler water i.e. 60 degrees or less.)

Before finding this out, I replaced the fuel lines, fuel filter, and primer bulb and it didn't help anything. Not saying these aren't the issue, but they weren't in my case.
