Location: Delavan, WI		had a similar issue with a 99 175 mercury- turned out to be a bad coil on 1 of the cylinders - it was shutting down the whole side of the motor and going into safety mode so it wouldnt go over 2000rpm-in gear only did it once in a while too usually when it got hot
