Location: Rhinelander, Wisconsin		The console formula is different than the tiller formula, due to where the driver is sitting, visibility as a result, a single hand on the steering mechanism, and the ability to steer a tiller far more abruptly. They will not consider a power tiller arm as remote steering, I called the USCG and asked.
