Pretty sure there is no steel or aluminum plate under there. It may have the pultruded feature there. Basically a built up layer of glass/composite for strength? But I am not sure.

All I know is you can't get under there to use the style rail that Tuffy uses, which has a 5/16" stud that goes through the cap, with a big fender washer and nylock nut.

I'd call your Ranger Dealer, or Ranger direct, and ask them what size and length SS screw they recommend on their rails.

Noticed that you may be just looking to put on brackets? I'd recommend going to Factory Rails, and mounting the brackets to them. Much more versatile.
