Location: Mayville, WI		If its a bad impeller, the water temp alarm will be going off. The tell tale is just there to let you know the impeller is working, the majority of cooling water goes out through the prop hub.

I run an 04 60hp johnson for work and, what you are describing, sounds like an obstruction for the pee hole. Most of the time, its right at the hole and you can pull the hole plug out and blow it out with your mouth. If not, follow the instructions listed above.
