Your 1100 pounds is probably quite close for motor, gear, batteries, etc.
Now...to get that boat up on plane? I would suggest you get another 25 horsepower on the back. I would not bother with getting a tach...it will not tell you anything other than the fact that your boat is way over-matched for your motor. Thy hydrofoil in your case should help as it helps create lift on the rear of the boat.
Raising the motor up will help some, but nowhere near what you are looking to get to.
I am wondering, though...what pitch of prop are you running? how old is the prop and is there a chance the hub is shot?
