If you insist on a ram type mount try a Cisco system mount. Guaranteed not to move.
I have my gimbal hard mounted to the boat and have never had an issue with viewing angle ever, but if you want a ram the look at other stuff. There are lots of options besides dealing with the sag.

These things look awesome and are in the same price range as the Ram mount. I'm pretty sure that had I known about this before I rigged my latest boat I would have used them instead. Unfortunately, although I'm happy with the way it is now, I had to go through a lot of aggravation to eliminate the sag.
This sure looks like a no-brainer and why we share information like this here.
