Do NOT move the motor up. You will have no end of cavitation issues. Your top RPM with a 17 will be 5600 if you are light load, which is OK. Your top end speed will lose about 2 MPH and your hole shot will improve quite a bit. This is a small hub stainless prop for a Merc 115, and most of those do not have the PVS.
