1) Be patient (most people are not) and shop around, if you're real patient the best deals are going to be this October/November. You can obviously get your best deals privately if you know what you're looking for, there's also more risk that you'll find something misrepresented. A reputable dealer is typically worth the extra money for most.
2) I really hate it when people low ball me, and that's starting out on the wrong foot in my option. If you do your research you will know what price you should be paying and therefore there will be no reason to negotiate like that, knowledge is the key. My rule of thumb is, why buy it unless it's a good deal...And I'm not afraid to say something like that.
A pretty slick way to reduce the cost (at least if you buy it privately here in Illinois) is to buy the hull separately from the motor-s and accessories to save on taxes. The state only taxes the boat, if the motor is attached you pay tax on it too. If you go that route be sure to document everything properly (certified check and receipt for the hull).
