I had to use a stripper to remove all of the old glue on the aluminum. I did use a power sander and lightly roughed the surface. Instead of using the indoor/ outdoor adhesive that we used in all of the wood I used a spray adhesive from a flooring supply store. I discussed with them the best way to go about this and this is what they recommended. They had concerns using the indoor/ outdoor on the aluminum. They thought it would have issues similar to what you are describing. I hope it works. It doesn't seem to be going anywhere, but I guess we will see.
