Does it have a manual choke? If you choke it a little can you get it to idle? Will it run well at mid or high throttle settings?

Many of these small motors have such small idle circuits that it takes very little varnish in the carb from old gas or sitting to clog them up. The bigger circuits used for higher throttle settings are bigger and don't clog as easily which is why I asked if it runs at higher throttle. If that is what it is you can try running some Seafoam through it, but you may well end up having to pull the carb apart and give it a good cleaning.

The other thing may be a leaking or partially stuck needle/seat. It would leak too much gas into the float bowl and flood it.
