My 20 amp fuse on my 60hp tracker mercury outboard keeps blowing. The outboard runs but when I stop the fuse has blown and I have to replace it. I put a new ignition switch in but that did not solve the issue. However the fuse does not blow when I put the water muffs on and run it in driveway. I tested the volt output from battery to engine that was fine. I also tested all the circuits from the battery to the dash for continuity and resistance no luck.

I am stumped please help
