Is this like a wrap in respect to scratches? When a wrapped boat gets some dings and the wrap tears it looks worse than having no wrap whatsoever.

Is that clear-coated finish over the fabric?

Looks like it would cost a fortune to have done to an existing boat. is this a brandy-new boat thing?
