How long did you have the motor running? Reason I ask is there are some motors that will restrict water flow until the motor is up to temperature, then will flow freely when everything is warm.
Not sure if this is the case with yours, but something to look into.
The other thing you might try is to just take the end of a paper-clip and push it up the stream hole with the thought there might be a tad bit of debris that has gone through the system and is restricting flow.
If something was mixed up in the system, I doubt you would see any flow at all. I did that one time on a small 6hp johnson motor when I didn't slide the water pump tube back into the correct slot. Lower unit was getting a bunch of water, but the engine was not. Ended up taking off the lower unit again and reinstalling..
