Eric olson Ran a 27 raker on his 620 250 etec ho with a 8" Jack plate and it ran over 70, 72 I think so what!!! No holeshot no midrange , it took quite a while for it to get up to speed and he had to Jack the hell out of the motor . He did it for kicks just to see what he could get out of her knowing that he was way over proped for every day use.
My boat will turn a 23 tempest that has been worked and gets me to the low end of the recomended rpm range and that's with a light load , just me on board. The only time I run it is if I'm fishing a tourney by my self . It gets me a couple more mph and holeshot is ok. Add another guy and holeshot is fair and that's with all vent plugs out.
Bottom line is get the motor near the high side of it's rpm operating range with a light load and your good to go

Think of it like this ,running a prop with too much pitch is like driving your car around in 4 th gear all the time

With the weight of a kicker, full livewell a partner or two and tackle a 23 tempest is
more than likely too much prop.

On all the boats I've helped to dial in all of them were over proped from the factory
