Te new 250 XS can turn a 25 under certain conditions if the motor is set at optimum height and the load is right, and a 23 under others. A 21 might be a little too much unless the rig is running very heavy.

The Rev 4 is a great prop, but probably will be borderline in a 23. Bigger wheel, takes more to spin it; lots of lift for the rear of the boat, too. You will sacrifice so e speed with the Rev 4 over a properly matched tempest, but handling in some conditions may be improved.
