yes use a self etching primer for the bare metal spots, you cannot paint directly over self etch so then go to a primer/surfacer let dry then either sand or scuff the surfacer so the sealer has something to "bite" into, after sealer then color can be applied. contact an automotive paint store for advice cuz each paint company is different. when i was painting cars this was the process used with Sherwin Williams.

btw also buy a surface cleaner and clean before each step
