Location: Green Bay		Don't know if this will help, mine is a 2002 Merc 9.9 4-stroke:

1: Mine only has the lever down on the side

2: Mine would barely start when cold and needed the choke on for it to run, then I rebuilt the carb, problem solved.

3: This would allow you to warm the engine up with a little throttle without having it in gear.
