I wouldnt say its normal but if your running it on muffs I wouldn't get too worried about it until you try it in the water. I've had motors run like crap on muffs only to purr like a kitten in the water. The water creates to the proper exhuast back pressure for the motor to run like it was designed to. When its on muffs your not getting that.
