Had a similar problem with a 15HP Evinrude kicker, vintage 1990. The fuel line was eaten to pieces from the inside by the crap gas we have now and chunks were floating around loose clogging the inlet to the carb when you goosed the motor. It would troll fine but any higher rate of fuel low was a shutdown. Replaced every hose on that motor, the big motor and hoses from the tank. Never had any more fuel flow problems on that rig after that. May not be your problem, but if it has old time rubber fuel lines they need to be replaced!
