The ghost in my machine(Merc) was a hole in the pick-up line inside the fuel tank which allowed the engine to suck air & the fuel to run back down into the tank. It had no effect when the the fuel level was higher than the leak.

Leaks on the pressure side, between the bulb & motor, should weep fuel. You may not see fuel from a suction side leak, from tank to bulb, as it may only allow air to enter the line.

If you can continually pump the primer bulb w/o reaching a "peak" pressure & you aren't finding fuel anywhere, the check valve is bad or you have a a suction side leak.
