On the cord holders that screw into the transom, you're OK as long as you use a marine grade silicone sealant in the hole.

What I did on the Minnkota water temp gauge I installed was to lay a thick bead of marine silicone ADHESIVE sealant over the cord all the way down the transom. This way I didn't have to drill a hole, and can remove it cleanly if I ever want to.

But wait....it's for a transducer....IMO you'll have to screw it in to keep it stable.
