just fixed my brotherinlaws 40 merc same problem. It turned out to be the gaskets on the left hand side of the motor looking from the back.Just have to remove some linkage and side cover. its pretty easy did it in 40 minuets. there are also exhaust gaskets on other side that could be bad all the gaskets at halburg marine cost 35.00
