Those black covers are marketed as "Bearing Buddy Bras". It's just a matter of flexing the bra to let the air escape when you're sliding it back on.

If the bra is too big, clean the BB with alchohol and put a couple of layers of electrical or duct tape around the BB to build up the diameter.
