How big is the motor? On smaller motors anyway I've seen the plastic/rubber part inside the hub break loose from the prop. This will allow you to use the motor just fine at lower speeds but when you trying to reach high gear, the prop was actually slipping on the hub. Wierd because the blades may look like new. My dad experienced this last year on a 25hp Mercury motor. Dug into everything - thought lower gear unit was shot but inspected and looked fine. Changed the prop and it was like a new motor. Don't know if it could be the same thing but thought I'd throw that out there.
